“工会组织人员研修班”项目情况简介
一、项目基本情况
受中华人民共和国商务部委托，中国劳动关系学院将于2008年10月13日至26日在北京举办“工会组织人员研修班”。研修班工作语言为英语。研修班采取专题讲座与实地考察相结合的方式，主要内容包括：市场经济条件下的中国工会、劳动立法、社会保障、民主管理、争议调处、工会组建等。研修班将邀请中华全国总工会、相关部委专家以及学院专家教授介绍中国劳动关系体系、中国工会的历史现状和前景、中国工会在“组建工会，维护权利”方面的具体做法和成功经验、在全球化背景下中非工会的交流与合作等。研修期间，还将安排学员拜会中国人力资源和社会保障部及中国企业家联合会，组织学员赴工会工作开展得比较好的浙江省参观与考察，了解中国国有企业、民营企业的发展概况，并与地方工会和企业工会领导人进行相互交流与探讨，让学员更直观地了解中国基层工会、基层企业工会的基本情况，从而进一步更好地共享经验、加深友谊、促进合作。此次研修班的招生对象为非洲国家工会组织人员，每国1-2人。
研修班期间，北京气温估计在5℃－23℃之间,浙江省气温10℃～28℃。
二、承办单位基本情况
中国劳动关系学院（China Institute of Industrial Relations，简称CIIR），是中华全国总工会所属、重点培养从事工会工作、劳动法律、劳动关系、经济管理、公共管理人才的普通高等院校。
学院现设有工会学系、劳动关系系、安全工程系、公共管理系、法学系、文化传播系、英桥高等职业学院等教学系部，招收普通本、专科及成人专科的脱产、业余、函授学生以及部分国内外短期进修生，目前学院共有普通及成人本专科在校生近五千人。在开展学历教育的同时，学院还承担着为我国各级工会组织培养培训工会领导干部及为国外工会组织培养工会领导干部的教育任务，年培训量达6000人次。学院在劳动关系、劳动法律、社会工作、工会理论与实践 、劳动安全、劳动与社会保障等研究领域居国内先进水平，并承担了多项国家社会科学基金项目，完成了国际劳工组织、全国总工会、劳动与社会保障部以及其他学术机构的各类科研项目达数十项之多。部分学术成果为我国的劳动立法、工会立法提供了重要的理论依据。
中国劳动关系学院重视与国内外教学及研究机构加强学术交流和联系，先后与美国、德国、英国、日本、澳大利亚、意大利、新加坡、巴西、台湾、香港等国家和地区的高等院校和科研机构建立了友好协作关系，并与国际劳工组织等国际组织建立了长期的合作。

1 Brief Introduction to the Seminar
With the sponsorship of the Ministry of Commerce of the People’s Republic of China, China Institute of Industrial Relations (CIIR) under the All-China Federation of Trade Unions (ACFTU) will hold the Seminar for Trade Union Personnel in Beijing from October 13 to 26, 2008. The seminar will take the form of special lectures and field study. Main topics include: Changing role of Chinese trade unions in a market economy, labour legislation, social security, worker participation, dispute settlement and organizing strategy. Officials and specialists from the ACFTU and relevant institutions will be invited to address the seminar, elaborating labour relations system in China, the changing role of Chinese trade unions, best practices and good experience in organizing and servicing Chinese workers, and increased exchanges and cooperation between Chinese and African trade unions. During the course of the seminar, participants will be organized to visit the Ministry of Human Resources and Social Security and the China Entrepreneurs Federation to get a complete picture of labour market policies and labour relations structure in China. They will also tour Zhejiang to get a chance to talk face to face with local union officials and gain a better understanding of grassroots trade union work.
Participants shall be trade union personnel of African countries (1-2 participants per country). The working language for the seminar will be English. The temperatures in Beijing and Zhejiang will be 5℃-23℃ and 10℃-28℃ respectively in October.
2 Brief Introduction to CIIR
China Institute of Industrial Relations (CIIR), which is affiliated to the All-China Federation of Trade Unions (ACFTU), is a regular institution of higher education and well-known for its concentration on teaching and research across a range of the social and management sciences, with its focus on courses on trade unionism, labour law, industrial relations, economic management and public administration.
CIIR has more than seven Departments such as trade union studies、industrial relations、law、economic management、safety engineering、public administration、 culture and communication，and offers a four-year undergraduate programme、 advanced vocational education and adult higher education. Every year，CIIR develops various training courses for presidents of regional federations of trade unions, presidents of trade union committees in large and medium-sized companies. It also runs training courses on trade union theory and practice in collaboration with trade union organizations in Africa and Asia. Each year, 6000 trade unionists enrolled in those courses.
CIIR has a large number of senior experts in the fields of trade union theory, labour and employment, industrial relations, labour law, social security legislation, basic labour theory and labour market. They stand in the forefront of the academic excellence in the fields of trade union study, history of workers’ movement, industrial relations theory, labour law, labour economics and social security in China.They have offered theoretical supports on making policies on trade unions, labour and social security and provided trade unions, local labour departments and business with policy consulting and management formula for government departments.
The college pays great attention to exchange and cooperation with domestic and overseas education and research institutions, and successively established cooperation relationship with colleges and research organizations in the US, Germany, UK, Japan, Australia, Italy, Singapore, Brazil and other countries, and Hong Kong and Taiwan as well. We also have long-term collaboration with some international organizations such as International Labor Organization. Teachers and students are sent to pursue further study and exchanging abroad.
