“医疗卫生高级管理人员研修班”项目简介
一、 项目基本情况
受中华人民共和国商务部委托，南方医科大学将于2008年9月8日-9月27日在广州举办“医疗卫生高级管理人员研修班”，研修班工作语言为英语。本次研修班的主要内容是：中国传统医学的历史与现状、医院现代化建设与发展战略、医院团队与文化建设、艾滋病研究及防治技术新进展、公共食品卫生安全管理策略、数字化医疗发展的前景、血液安全管理策略、中国生物高新技术的现状与展望、高等医学教育创新人才培养模式构建。研修班将邀请包括中国工程院院士、医科大学校长、学科带头人在内的资深教授为学员授课。研修期间，将安排学员参观和考察珠三角地区和上海市，以使学员对现代中国有更全面的了解，进一步促进双方友好合作。此次研修班的招生对象为非洲等地区国家从事医疗卫生行业的高级管理人员或技术人员，每国1-2人。研修班适逢夏季，广州气温估计在25℃－33℃之间,上海气温估计在22℃～33℃。
二、承办单位基本情况
南方医科大学创建于1951年，1979年被确定为全国首批重点大学。学校原为中国人民解放军第一军医大学，2004年归属广东省管理，更名为南方医科大学。经过五十多年的建设和发展，学校形成了完备的高级医学人才的培养体系，在校生规模已突破12000人，现有学科涵盖了医学、工学、理学、法学、文学、管理学和经济学七个学科门类，开设了22个本科专业，并拥有6个博士学位授权一级学科和4个博士后流动站，博士学位和硕士学位授权点分别有53个和65个。学校多年来在国家重点期刊发表的论文数量排在中国1000多所高校的前26位，获得的国家科技奖、国家重点研究课题在中国独立设置的医科院校中排名第一。学校拥有以“全国百佳医院”南方医院为代表的5所附属医院，医疗特色和实力在全国乃至东南亚地区都享有盛名。学校对外交往非常广泛，与美国、英国、日本、韩国、俄罗斯、加拿大、澳大利亚等国家的数十所著名大学建立了科研协作、学者互访、互派留学生的良好关系，我们学校招收的攻读学位的留学生数量在广东省排名第三。
南方医科大学受中国教育部、商务部等部门委托，常年为外国医疗卫生行业官员和技术人员举办各类短期培训班。例如，2007年为老挝、印度尼西亚、阿美尼亚、塞尔维亚、埃塞俄比亚、加纳等17个国家的医疗卫生官员和技术人员举办了“医科院校高级管理人员研修班”；为贝宁、卢旺达、利比里亚、赞比亚等14个国家的医疗卫生行业官员和技术人员举办了“非洲国家热带病防治技术培训班”；为南非、加蓬、莱索托、塞拉利昂等12个国家的医疗卫生官员和技术人员举办了“非洲国家护理技术培训班”。

The Seminar for Senior Officials of Public Health
1. General information
Entrusted by Ministry of Commerce of the People’s Republic of China, The Seminar for Senior Officials of Public Health will be held in Guangzhou during Sep. 8--Sep.27 of 2008 by Southern Medical University (SMU). English is used as working language of this program. The program includes lectures on topics related with Introduction to Modern China, History, Present and Future of Traditional Chinese Medicine, Hospital Modernization and Development Strategy, Hospital Team and Culture Development, New Development of Research on Prevention and Treatment of AIDS, Public Food Hygiene and Safety Management Strategy, Prospect of Digital Medical Treatment, Blood Safety Management Strategy, Present and Prospect of China Biological New Hi-tech, Model-shaping for Talents Training in Higher Medical Education. Senior professors including academician, presidents of medical universities, director of large scale hospitals will be invited to give the lectures mentioned above. In the meanwhile, participants will have chance to visit Pearl River Area and Shanghai so as to let participants have a better understanding of modern China.
This seminar is designed for the participants from African countries, who are senior officials or professionals in health and medical field, 1 or 2 persons from each country.
The seminar will be held in summer season, the temperature of Guangzhou ranges from 25-33℃ during the program. Besides, the temperature of Shanghai ranges from 22℃～33℃.
2. Introduction to SMU
Southern Medical University (SMU), was established in 1951, and in 1979 it was appointed as one of the first batch of national key universities in China. It was The First Military Medical University of Chinese People's Liberation Army before 2004 when it was transferred under Guangdong provincial management and then it was renamed Southern Medical University. Through construction and development of more than 50 years, the university has formed a complete system for advanced talents of medical science.
Now SMU has 12,000 students and the scope of the disciplines has covered medicine, engineering, science, law, literature, management, pedagogy and economics. SMU has 22 undergraduate courses, 6 first-grade disciplines with Ph.D. degree authorization and 4 post-doctoral work stations. The conferring of Ph.D. degree and master degree has already covered all the stem subjects of medical sciences. For years, and from among 1000 universities and colleges in China, SMU has been ranked the 26th for production of academic articles. It is ranked the first in the national independent medical universities for the number of the awards it has won and obtained in science and technology research projects.
SMU has 5 affiliated hospitals, with Nanfang Hospital, a Top 100 National Hospitals, as its representative, boasting of its special medical features and strengths and a good fame in Southeast Asia. The university enjoys extensive and good relationships and cooperation in research and exchanges with dozens of universities in USA, UK, Japan, South Korea, Russia, Canada, Australia etc. The university’s admission scale of international students ranks the third in Guangdong province.
Entrusted by Ministry of Education and Ministry of Commerce, SMU runs different kinds of short term training courses for medical officials and professionals from foreign countries. In 2007, SMU has run “The Seminar for Senior Officials of Medical Institutions” for medical officials and professionals from 17 countries, and has also run “The training course on Prevention and Treatment of Tropical Diseases” for medical officials and professionals from 14 countries, along with “The Training Course on Nursing” for medical officials and professionals from 12 countries.
