“刑侦技术培训班”项目情况简介
一、项目基本情况
受中华人民共和国商务部委托，中国刑事警察学院将于2008年5月15日至6月3日承办“刑侦技术培训班”，培训班工作语言为英语。本次培训班的主要内容包括：中国改革开放以来社会和经济的发展，禁毒执法国际合作，中国法医学发展状况，中国文件鉴定现状，公安视听技术在刑侦技术中的应用，刑事相貌学在刑事侦查中的应用，犯罪现场勘查若干问题研究，手印显现及分析技术，足迹检验技术，爆炸装置及爆炸遗留物分析技术等专题讲座。培训班拟邀请中国刑事警察学院和辽宁大学的教授、学者为学员授课，并与学员进行研讨和座谈交流。结合讲座内容，我们将有针对性的安排学员考察沈阳、上海、南京等地的警务工作，并游览名胜古迹。以此增强亚非国家警察及执法部门从事刑侦技术工作人员对中国和中国刑侦技术工作的了解，促进中国与亚非国家的警务合作。本次培训班的招生对象为亚非国家警察及有关执法部门从事刑侦技术工作的局处级官员，每国1至2人。
培训期间天气情况：沈阳20—24℃，上海、江苏气温基本在20—25℃左右。
二、承办单位基本情况
中国刑事警察学院位于中国东北的文化古城沈阳市，是公安部直属、为全国公安司法机关培养刑事侦查和刑事科学技术专门人才的高等学校。学院始建于1949年1月,半个多世纪以来，在中央领导和公安部领导的关怀下，学院继承与凝聚了我国刑事侦查和刑事科技的精华，创建了符合我国国情，适应公安工作需要、具有鲜明特色的警察教育体系、学科专业体系、办学形式和管理模式，形成了“忠诚、求是、团结、奋进”的优良校风，为国家公安司法机关培养了大批优秀专业人才。学院被誉为“东方福尔摩斯的摇篮”。
学院办学特色鲜明，侦查和刑事科学技术学科专业居于国内领先地位，师资队伍结构合理，力量雄厚。学院拥有一批侦查和刑事科学技术领域的专家和中青年骨干教师。其中教授66人、副教授106人，讲师94人，具有硕士学位以上教师158人，公安部特聘专家1人，享受国家政府特殊贡献津贴的专家16人，享受部级津贴的专家15人。另外还拥有一批理论造诣较高、实践经验丰富的外聘教授教官，初步形成了专职教员与外聘教官相结合、适应公安教育规律特点的教师队伍以及教学、科研、办案三结合的办学模式。
为适应公安工作以及教学、科研工作发展的需要，学院积极引进国外智力，广泛开展国际间学术交流，与美国、英国、日本、俄罗斯等国家及香港、澳门特别行政区的院校和警察机关建立了友好合作关系。学院每年聘请外籍专家和教师来校任教或讲学，经常派出人员到国外留学深造。2007年6月7日至26日，受商务部委托，学院成功举办了首届亚非国家刑侦技术培训班，培训学员21人，分别来自11个国家。

Brief Introduction to the Criminal Investigative Techniques Training Program for Asian and African Countries
1. Brief Introduction to the Training Course
Entrusted by the Ministry of Commerce of the People's Republic of China (MOFCOM), China Criminal Police University (CCPU) will undertake the Criminal Investigative Techniques Training Program for Asian and African Countries from May 15th to June 3rd in 2008. The working language of the training program is English. Courses offered consist of Economic and Social Development of China since the Implementation of the Reform and Opening Policy, International Cooperation in Anti-narcotics Law Enforcement, Development of Forensic Medicine in China, Current Situation of Document Examination in China, Application of Visual and Audio Technique to Forensic Science and Technology, The Application of Imitative Portrait in Criminal Investigation, A Study on Some issues in Crime Scene Investigation, Handprint Development and Analysis Technique, Footprint Identification Technique and Explosion Equipment and Explosion Remains Analysis Technique, etc. We’ll invite professors and scholars from China Criminal Police University and Liaoning University to give lectures in this program. Seminars or forums will be held for trainees to exchange ideas with the lecturers. According to the content of the courses, pointed tours in Shenyang, Shanghai, and Nanjing will be organized for the trainees to inspect and study the policing work there. The course aims at increasing the knowledge of the trainees about China and forensic science and technology in China, promoting the friendship and cooperation between China criminal police officers and their counterparts or the relevant law enforcement officials in other Asian countries and African countries.
The target group of this training program are police officers and intermediate or senior officials engaged in forensic Science and Technology in related law enforcement agencies.
The temperature during the training period will be 20—24℃ in Shenyang, 20-25℃ in Shanghai, Nanjing and Suzhou.
2. Brief Introduction to CCPU
China Criminal Police University (CCPU), located in the historic city of Shenyang, is a higher police university directly under the administration of Public Security Ministry of China, which aims at cultivating qualified talents in criminal investigation and forensic science and technology.
Since the founding of the university in 1949 and under the leadership of the Central Committee of the Communist Party of China and the Ministry of Public Security, CCPU has inherited and assembled the highlights of criminal investigation and forensic science and technology in China, and therefore established a complete set of police education system, police subjects system and college running and management system. With “Loyalty, Honesty, Unity and Struggle” as its motto, the university has cultivated many excellent specialists for public security and justice agencies, and experts in criminal investigation and forensic technology. The university is known as “the cradle of oriental Sherlock Homes”.
China Criminal Police University has its distinctive features, and a leading position in the field of criminal investigation, forensic science and technology. There is a group of specialist who are expert in criminal investigation and forensic science and technology, including 66 professors, 106 associate professors and 94 instructors. Of the teaching staff, there are 158 teachers with master’s degree or higher, 1 chair expert of Ministry of Public Security of China, 16 experts with the Government Special Allowance, 15 experts with allowance from Ministry of Public Security of China. In addition, a group of professors and officers with higher theoretical achievement and rich practical experiences are invited to teach here. To adapt to the public security education situations, CCPU has preliminarily formed the combination of full-time teachers and the invited ones, a mode of instruction, scientific research and police work service integration.
To meet the needs of police practice, education and scientific research of the university, CCPU actively absorbs intelligence from abroad and attaches great importance to international academic communication, establishing communicative relationship with universities and police institutions in US, Britain, Russia, Japan, and Hong Kong Special Administrative Region. Besides, the university invites foreign experts and foreign instructors to teach or give lectures every year. It also sends its faculty abroad for lecturing, further study and communication. CCPU often organizes and participates in academic forum, therefore expanding its international reputation. Entrusted by the Ministry of Commerce of the People's Republic of China, from June 7th to 26th, 2007, China Criminal Police University successfully undertook the Criminal Investigative Techniques Training Program for Asian Developing Countries, 21 trainees from 11 countries attended.
