“电视技术培训班”项目情况简介
一、项目基本情况
受中华人民共和国商务部委托，中国广播电视国际经济技术合作总公司将于2008年6月2日至7月21日在北京举办“电视技术培训班”，培训班工作语言为英语。本次培训班的主要内容是：中国的基本国情和广播电视机构概况，电视技术基础知识、电视制作系统基本原理、电视播出系统基本原理、电视发射系统基本原理、电视测量、常用电视音视频设备的使用及维护、数字电视技术发展现状、电视新技术应用等。探讨与发展中国家在广播电视领域的交流与合作。培训班将邀请国家广播电影电视总局有关领导、专家为学员授课。遵循理论与实用性相结合的原则，既有管理知识，又有中国广播电视实际情况介绍。除安排课堂授课座谈交流外，还将安排学员到中央电视台、国际广播电台、广播电视发射台、发射机生产厂等广电机构考察参观，了解中国广播电视事业发展和网台的实际运行，使学员对中国广播电视有更全面的了解，更好地理解所学知识，应用到未来工作中。
为加强学员对中国国情的了解，加强中外文化交流，培训班将安排学员赴辽宁大连考察参观游览，游览北京的万里长城及颐和园、中华民族园、世界公园等风景名胜。
通过安排专题讲座、考察参观和座谈交流，使来自各国的学员对中国改革开放所取得的成就、广播电视的现状与发展和管理有近一步的了解，促进双方在广播电视领域的进一步合作。
此次培训班的招生对象为发展中国家电视领域的技术及管理人员，每国别1至2人。培训班期间为夏季，北京地区气温估计在30℃－36℃之间,辽宁大连地区估计在25℃～32℃之间。
二、承办单位基本情况
中国广播电视国际经济技术合作总公司（英文缩写CRTV）是中国国家级广播电视专业公司。五十多年来，CRTV在国内外完成了1000多项广播电视工程设计或建设项目，其中在亚洲、非洲、拉丁美洲和欧洲等50多个国家和地区承建了90多个广播电视中心、中短波发射中心、电视及调频发射中心、播控中心、卫星地面接收站的设计和建设项目，完成了50多个会议中心、体育场馆、剧院等的扩声、同声传译、会议系统、保安监控、有线电视和广播电视转播系统等的设计、安装、调试和人员培训等任务。
CRTV培训中心受商务部委托，自2000年至今每年举办各类广播、电视管理官员研修班、技术培训班，如：2007年举办了广播电视技术管理官员研修班、葡语国家广播技术培训班、电视技术培训班、肯尼亚新闻媒体管理官员研修班等，共有亚洲、非洲、拉丁美洲、欧洲和大洋洲七十多个发展中国家的四百多名管理官员和技术人员参加了培训。
CRTV技术力量雄厚，在广播电视技术领域的技术咨询、工程设计、施工、安装、调试及技术培训等方面具有丰富经验，拥有一支专家和高级工程技术人员队伍。
CRTV每年八月在北京举办的北京国际广播电视电影设备展览会（BIRTV）成为全球广电领域三大展览会之一。
中国的广播电视技术人员熟悉当今世界最先进的广播电视技术，中国能生产各系列广播电视成套产品，产品具有先进性、可靠性，更适用于发展中国家。

Training Course on Television Broadcasting Techniques
I Project basic situation
Entrusted by the Ministry of Commerce of the People's Republic of China, China Radio & TV Co. for International Techno- Economic Cooperation (CRTV) will conduct the "Television Technology Training Course" during the days of 02 June 2008 to 21 July 2008. The training course will be held in Beijing, with the language of English.
The training course main content is as follows: Introduce the fundamental realities of the Country and the Broadcast Television Organization Survey, Basic knowledge of television technology, television production system basic principles, basic principles of television broadcast system, the basic principles of television transmission systems, television measurement, audio and video equipment commonly used television use and maintenance, development of digital television technology, television and other new technology applications. Discussions on the exchange and cooperation with the developing countries in broadcast television domain will be included also.
Leaders and Experts from the State Administration of Radio, Film and Television presidia Bureau, Departments, Stations will be invited to give the participants some lectures in the training course. Following the principles of the union of theory and practice, knowledge on management, and also the introduction of the present situation in the China Broadcast Television will be provided. In addition to the lectures in classroom, and also with some exchanges and discussions, we will also arrange the visits to the CCTV, CRI the Radio and TV transmitters, Transmitter manufacturing plant and so on. These visits will help the participants learn more about the China Broadcasting Television, the practical operation and development of the above mentioned stations, enabling the participants to gain a much more comprehensive understanding of the China Broadcast Television. At the time, the visits can help them manage the learned knowledge, and usage in future work.
In order to strengthen the participants' understanding of the Chinese National condition, and to strengthen the Chinese & Foreign Cultural exchanges as well, we will arrange for the participants to visit Dalian , including the tour of the Great Wall, Summer palace, Chinese Nation Garden, World Parks in Beijing.
Through the arrangement of a special course of lectures, the visits, the exchanges and discussions, the participants will have a greater insight into the achievements of the Chinese reform and open-up policy, the present situation of the broadcast & television, the development and management in China, , promoting the further cooperation of both sides in the broadcast & television domain.
This training course recruitment of participants should be in field of technology and management in broadcast & television from the developing countries. One or two person of each country can attend this course. The term of the course is in summer, and the temperature in Beijing will be between 30 ℃ - 36 ℃ approximately, while the temperature in Liaoning, Dalian will be between 25 ℃ ~ 32 ℃ approximately.
II Basic Situation of the Undertaking organization
CRTV is the only professional state-level company in the field of Radio and TV in China. Since it was established more than 50 years ago, CRTV has conducted of more than 1000 items of the design and construction in broadcasting and television domain at home and abroad, of which are over 90 broadcast television centers, MW, SW, FM and TV transmitting stations, radio and TV studio centers, satellite earth stations that are scattered in more than 50 countries and regions in Asia, Africa, Latin America and Europe. It has also successfully undertaken the tasks of design, installation, test and adjustment of public address systems, simultaneous interpretation systems, CATV and radio & TV re-broadcasting systems, as well as the training of technical personnel for over 50 projects involving conference halls, stadiums and gymnasiums.
CRTV has a strong technical force joined by experts and senior engineers and technicians who have accumulated rich experiences in technical consulting, engineering designing, construction, installation, test & adjustment and technical training in the field of radio and TV. CRTV has conducted training courses for the broadcasting and TV technical personnel from some developing countries. Most of trainees have become the backbones of their radio and TV institutions, and some of them have been promoted henceforth to important positions in their radio and TV administrations.
Since 2000, CRTV Training Center every year has organized such courses as China Radio and TV Administration Official Seminars and Technical Training Course on Radio and TV Broadcast. For example, in 2007, Seminar on Radio and Television Techniques for Administration Officials, Training Course on Radio Broadcasting Techniques for Portuguese-Speaking Countries, Training Course on Television Broadcasting Techniques, and Seminar on News Media for Administration Officials from Kenya were organized. In nearly 9 years, more than 400 official and technical personnel from over 70 countries (in Asia, Africa, Latin America, Europe and Oceania) have participated in these training courses.
