“旱作农艺技术培训班”项目情况简介
一、项目基本情况
受中华人民共和国商务部委托，河北农业大学将于2008年5月19日至7月17日在河北省保定市举办“旱作农艺技术培训班”，培训班工作语言为英语。本次培训班的主要内容是：针对发展中国家气候干旱、半干旱地区，严重制约当地农业发展的现状，利用河北农业大学坚持走“太行山道路”，帮助欠发达的旱作农区改革农作制度，开发旱作农业技术，实现粮食产量成倍增长、脱贫致富的成功范例，以及可供发展中国家借鉴的经验和技术，设置作物结构调整与种植制度设计，多熟种植旱作栽培农艺技术，农牧结合制度水肥调控技术，作物需水规律与水分合理利用技术，旱作农田水肥调控管理与农艺技术以及旱作良种筛选与繁育技术等专题讲座内容和课程。培训班的师资主要来自河北农业大学农学院和资源与环境学院，作物栽培与耕作、作物遗传育种、植物营养与施肥等专业、具有丰富实践经验的博士和教授。该培训班采取课堂教学与现场考察相结合的方式，培训期间，将安排学员参观农业部张北农业试验站、定兴昌利科技园、正定国家粮食丰产科技工程基地等现场考察，以使学员对旱作农业技术的范例和成功经验有更全面的了解、学以致用，进一步促进双方友好合作。此次培训班的招生对象为发展中国家种植业领域的农业专家、技术人员和农业管理人员，每国1至2人。培训班安排在夏季，培训地保定和考察基地气温估计在20℃－35℃之间。
二、承办单位基本情况
河北农业大学始建于1902年（清朝光绪28年），是全国建校最早的高等农业院校之一，河北省属重点骨干大学，具有百余年的悠久历史和优良传统。长期坚持教学、科研、生产三结合，形成了独特的办学特点，开创了全国闻名的“太行山道路”，赢得了良好的社会声誉。建校100年来，学校不断加强学科建设，优化学科专业结构，现有学科专业涵盖“农、工、理、管、经、文、法、医”八大门类，形成相互交叉、文理渗透的学科体系。开设研究生课程402门，其中，学位课66门，是全国农业院校专业最全的院校之一。学校现有24所学院，2个博士后流动站，4个一级学科博士学位授权点，38个二级学科博士学位授权点，65个硕士学位授权点，72个本科专业；有1个农业部重点学科，4个省级强势特色学科，11个省级重点学科，9个省级重点实验室（中心、基础）。学校有一支造诣较深，实力雄厚的教职工队伍，现有教职工2600余人，其中，教授及相应职称人员303人，副教授及相应职称人员565人。博士生导师110人，硕士生导师486人；全日制在校生4.3万人。
河北农业大学历来非常重视外事工作，国际交流与合作取得显著成绩。与美国、日本、澳大利亚、韩国、俄罗斯等国家的高等院校和科研单位有着广泛的交流与合作，已接收培养美国、日本、加拿大、巴基斯坦、菲律宾、尼泊尔、法国等国家的留学生和进修生，并已成功培养博士学位的外国留学生，具有丰富的对外教学经验，曾多次成功举办或承办国际大型学术交流会议和培训班，积累了丰富的国际交流与培训经验。现在学校科研水平不断提高、实力不断增强，国际影响力越来越大；并且具有一批业务过硬、对外教学的学术青年骨干，师资结构合理、硬件设施完善，为开展国际学术交流与培训奠定了雄厚的基础。2006年和2007年在此学科领域曾分别承担商务部援外技术培训项目，在生源组织、培训内容、培训方式、学员管理和交流合作等方面，积累了成功的援外培训经验，为进一步承担援外培训任务创造了条件。
培训班的师资主要依托河北农业大学农学院，拥有作物学一级学科博士点，是省级强势特色重点学科，其师资队伍中有教授20人，副教授15人，博士学位20人， 主要授课教师有出国留学培训、参加境外学术交流和合作研究的经历。

Brief Introduction to “Training Course on Dryland Farming Techniques”
1. Basic Information
“Training Course on Dryland Farming Techniques”is specially held for the developing countries. Agricultural University of Hebei ( AUH ) is entrusted to undertake this training course by the Ministry of Commerce of P. R. China. The working language is English. The main contents of the Training Course are: in accordance with the situation of dry weather or semi-dry weather in some regions in developing countries, which seriously restrict the local agricultural development, and on the basis of successful cases by AUH following the Taihang Mountain Model of helping the poor get out of poverty in China, as well as some experiences and technologies accumulated for the participants’references, some seminars and courses on specific topics are designed in the following fields such as reform of farming system and the principles of crops structure adjustment, design of planting system, multiple cropping dryland crops cultivation techniques, system of the integration of agriculture and animal husbandry, rules of water-needed in crops and techniques of rational utilization of water, techniques of regulation of water and fertilizer in dry land, characteristics of dryland crops, selection of dryland quality seeds & breeding techniques and so on. The lecturers at the training course are qualified professors and doctors with rich experience from the College of Agronomy and the College of Natural Resources and Environmental Sciences, majoring Crop Cultivation and Geoponics, Crop Genetics and Breeding, Plant Nutrition and so on. Through class learning and field visits, the participants will be organized to have visits to Zhangbei Agricultural Experimental Station under the Ministry of Agriculture, Dinxing Changli Science and Technology Park, National Base of Harvest Food Science and Technology Engineering in Zhngding and some other places so that the participants can have a full understanding of the successful cases and experiences in this field and practice what they have learnt in classes here to serve their people and their countries. The participants admitted at this training course should be agricultural experts, technicians and managerial personnel in developing countries. This training course will be conducted in summer time in Baoding, where the temperature then is estimated between 20℃－35℃.
2.Brief Introduction to AUH
Agricultural University of Hebei (AUH), founded in 1902, is one of the oldest higher agricultural educational institutions in China with over 100-year history and excellent tradition, and now is one of the key universities of Hebei Province. With the constant persistence of integrating teaching and research with production, it has developed its unique school-running characteristics and initiated the Taihang Mountain Model widely known in China, which has won the University a good social reputation.
Ever since the establishment of the University, it has constantly paid attention to strengthening the construction of disciplines and optimizing the structure of disciplines. Now it has transformed into a cross-disciplinary university, covering the 8 fields of agriculture, industry, basic sciences, economics, management, literature, law and iatrology. AUH is one of the agricultural universities in China with almost all the disciplines, offering 402 courses for postgraduate programs and 66 for degree courses.
There are 24 colleges offering 72 specialties for bachelor degree, 65 programs for master degree, 39 second-grade programs for doctorial degree, 4 first-grade programs for doctorial degree, and 2 projects for post doctorial research; Of all the disciplines provided, there is 1 entitled to key discipline of the Ministry of Agriculture, 4 disciplines with characteristics at provincial level, 11 key disciplines and 9 labs of provincial level and 26 research institutes like China Jujube Research Center, National Spark Talent Training Base, Hebei Mountainous Region Research Institute and so on. Its academic publications (provincial level) include Journal of Agricultural University of Hebei (editions of natural sciences and agricultural & forestry education), etc. AUH has a batch of qualified teaching faculty, totaling more than 2,600, who are made up of 303 professors and its equivalents, 565 associate professors and its equivalents, 110 doctorial instructors and 486 master instructors. The total enrolment is 43,000.
AUH has been attaching more importance to the work of foreign affairs and achieved much in international exchange and cooperation. Various kinds of collaborative research projects and exchange programs have been established in relation to the universities and institutes in countries like U.S.A., Japan, Australia, Korea, Russia and so on. The enrollment has been open to international students from U.S.A., Japan, Canada, Pakistan, Philippines, Nepal and France for different studies. So far, with many years’ teaching experiences and accumulated international exchange and training experiences, some qualified international students for Ph. D programs have graduated from the University, and some large-scaled international academic exchange conferences and training courses have successfully been conducted. Currently the University’s scientific research level has been improved much with international influence, and with a batch of qualified teaching faculty, young backbone teachers, rational teaching structure and perfect facilities and equipments, which is the profound foundation for some more international academic exchanges and training courses. Respectively in 2006 and 2007, the foreign-aid programs by Ministry of Commerce of P. R. China were undertaken and some experiences in participants’ organization, training contents, training methods, participants’ management and international exchanges have been accumulated, which is the guarantee for fulfilling further more training tasks of foreign-aid programs.
Most of the 20 professors and 15 associate professors who are involved in this Training Course are from the College of Agronomy, AUH with 1 first-grade program for doctorial degree, which is the discipline with characteristics at provincial level. Among them, 20 are doctorial degree holders and most of them have the experiences of studying, researching and attending the international academic workshops abroad.
